Nagorno Karabakh Speaker of Parliament holds meeting with observers from United States and 
Canada

YEREVAN, FEBRUARY 21, ARMENPRESS. Ashot Ghulyan, Speaker of Parliament of Nagorno Karabakh, held a meeting on February 21 with observers from United States and Canada: Andreas Borgeas, California’s Fresno Country Supervisor (US), Gail Pellerin,  California’s Santa Cruz Election official (US), Karin Mac Donald, director of the Election Administration Research Center at Berkeley University (US) and Jim Karygiannis, member of Toronto City Council (Canada). The guests were accompanied by Robert Avetisyan, Permanent Representative of Nagorno Karabakh in the United States.

Ashot Ghulyan welcomed the guests and highlighted their work, since their analysis, advises and observations are not for a single day, but include long term cooperation.

Jim Karygiannis, member of Toronto City Council, congratulated the people of Nagorno Karabakh on holding the referendum and said he was impressed by it. “It was an extraordinarily perfect referendum. I’m witnessing with envy that this many people are taking part. Until now I’ve made observer mission in numerous countries and I have never seen such thing. More than 75% participation in the referendum enables us to think that it makes the voice of the people be heard, which means that this gives additional energy for the country to move forward”, he said.

Andreas Borgeas, California’s Fresno Country Supervisor (US), mentioned he is delighted by the people’s enthusiasm towards the referendum and said he desires to share the experience he gained in Nagorno Karabakh in his country, since ensuring such participation there isn’t an easy task at all.

Karin Mac Donald, director of the Election Administration Research Center at Berkeley University (US), who visited Nagorno Karabakh for already the third time on an observer mission, highlighted the changes in the Electoral Code, which they had proposed previously.

“We are touched that here great significance is given to long term cooperation and we are grateful that our proposals are being taken into account”, Mac Donald said.

Afterwards, Ghulyan answered to the questions of the observers regarding human rights in the Constitutional and local self-governing bodies.
